Mayor of Cuenca (Ecuador). He completed his secondary studies at the Hermano Miguel La Salle school and the superiors at the University of Cuenca, 
where he obtained the title of civil engineer. In the 2004 elections he was elected mayor of Cuenca for the period 2005-2009 by the Democratic Left. 
During that period he was appointed president of the Administrative Council of the Organization of World Heritage Cities.
